On June 30 of each year, certain designated appropriations are not fully expended. Many of <br />these are related to outstanding purchase orders, where goods and services have been <br />ordered but not yet received and/or paid. In accordance with the annual budget ordinance,. <br />funds for these outstanding purchase orders are automatically re-appropriated in the new <br />fiscal yeas budget. Other appropriations are not fully expended at the end of the fiscal year <br />because there. are, no outstanding purchase orders. Funds for these planned but <br />unencumbered expenditures are set aside afi year-end as a reserved portion of fund <br />balance. In order to carry these funds forward and authorize their expenditure in fiscal year <br />2000-01., it is necessary for the Board to approve the attached amendment (see column #3 <br />of Attachment 1 of this abstract). <br />Solid Waste/Landfill Operations <br />4. On June 6, 2000, the Board of Commissioners approved the receipt of a 'woad waste <br />processing grant for the Solid Waste Management department. The $13,000 construction <br />and demolition (C&D) grant was received from the Division of Pollution Prevention and <br />Environmental Assistance of the North Carolina Department of Environment and Natural <br />Resources. The purpose of the grant is to divert unpainted, untreated wood waste from the <br />County's C&D' landfill, The required $4,000 match is included in the department's current <br />year budget (see column #4, Attachment 1 of this abstract). <br />FINANCIAL IMPACT: Financial impacts are included in the background information above. <br />RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners <br />adopt the attached budget ordinance amendments and grant project ordinance. <br />
