4 <br />RECOMMENDATION: Original Planning Staff and ERCD_Recommendation _ <br />Approval of subdivision with the following condition: <br />Dedicate the entire width of the floodplain, which is approximately 80' wide. <br />Planning Staff (Pre - Planning Board -Recommendation) <br />Approval of the subdivision application with the following condition: <br />Dedicate a 10 -ft. wide contiguous parcel at the outside edge of the McGowan <br />Creek floodplain as indicated on the attached map. <br />Planning Board <br />Split vote: Ayes, 4; Noes,4 (McAdams, Barrows, Strayhorn, Goodwin) <br />Administration <br />The administration conclusion, after further review and analysis of the <br />Subdivision Regulations and the Comprehensive Plan, is that it is more likely <br />than not that the portion of the Wilson Efland property under consideration for <br />dedication is not expressly designated on the Comprehensive Plan as active <br />recreation /passive recreation and open space in the form of a linear park. <br />If the Board agrees with that conclusion, the Administration recommends that <br />the County accept payment in lieu of land dedication for the Wilson Efland <br />Subdivision. <br />If the Board disagrees with that conclusion, the Administration recommends <br />that the Board approve the Resolution describing the form of the dedication <br />that is in the agenda materials. <br />NOTE: IN EITHER DECISION OF THE BOARD, IT IS CLEAR THAT THE NEED TO <br />CLARIFY AND UPDATE PORTIONS OF THE COMPREHENSIVE PLAN <br />RELATING TO PARKS /OPEN SPACE/TRAILS IS WARRANTED. There is also a <br />reasonable degree of urgency since the development pace is accelerating and <br />the need to align commission goals, comprehensive plan objectives and <br />implementing subdivision /zoning regulations is critical. <br />
