Not noted or not clearly designated on the comprehensive plan and therefore payment in lieu is <br />acceptable or <br />2. Sufficiently noted on the comprehensive plan and therefore land dedication is required and /or <br />preferable to the Board, and a determination of the exact form of dedication as part of minor subdivision <br />approval. <br />BACKGROUND: <br />At the September 5, 2000 regular meeting, the Board of County Commissioners first considered action <br />relative to the Wilson Efland minor subdivision and the question of payment in lieu versus land dedication. <br />Following discussion, a motion was made to accept the Administration's recommendation that the county <br />receive the land dedication as a wildlife and resource protection corridor with a provision that public access <br />within the corridor not be considered unless and until the dedicated property was connected with other <br />publicly owned recreation /open space property. The motion failed with a tie vote of 2 -2, and the Board <br />unanimously tabled the item. <br />
