aC_K <br />Discussion ensued on Commissioner Smiths motion and Commissioner Ray <br />suggested thatthe number of trailers proposed by the County Planning Board <br />be reduced to fifty in number and that a deed of restrictive covenants be <br />issued by Forrest Heath to the County stipulating that the density of mobile <br />home spaces be no more than four (4) per acre, with no more than seventy-five <br />spaces for the total twenty acre tract, and that each septic tank have a <br />minimum nitrofication line of two hundred and forty (240) feet. After further <br />discussion Commissioner Ray withdrew his suggestion relative to the issuance <br />of a restrictive covenants by Forrest Heath. <br />Commissioner Smith and Commissioner Walker withdrew their motion relative <br />to the adoption of the County Planning Boards recommendation that not more <br />than seventy-five trailer spaces be allocated to Forrest Heath. <br />Upon motion of Commissioner Walker, seconded by Commissioner Smith, it <br />was moved, that fifteen acres belonging to Forrest Reath be rezoned from a <br />residential area to a mobile home park area upon the condition that the <br />rezoned fifteen acres plus the five acres, presently zoned for a mobile <br />home park area, not exceed sixty trailer spaces which said trailer spaces <br />shall be evenly distributed throughout the entire twenty acres. <br />Chairman Bennett called for a vote on this motion. Commissioners <br />Walker, Smith and Bennett voted aye, and Commissioners Ray and Ward voted <br />nay. <br />Upon motion of Commissioner Ward, it was moved and adopted that <br />Commissioner William C. Ray be appointed for a three year term as a <br />member of the Orange County Welfare Board. W. Ramsey-and <br />Betty Cole Hawkins was filed with the Board. The Board directed that copies <br />of this petition be forwarded to the Town of Hillsborough, the County Dog Warden <br />and the County Welfare Director. <br />Upon motion of Commissioner Ray, seconded by Commissioner Ward, Chairman <br />Bennett was authorized to sign the Blind Aid Agenda. <br />Upon motion of Commissioner Smith, duly seconded it was moved and adopted, <br />that W. E. Thompson of Estes Drive, Chapel Rill, N. C. be appointed for a three <br />year term, beginning April 1, 1968 through April 1, 1971, on the Orange County <br />ABC Board. Said term to commence at the expiration of his current term. It <br />was recommended that this nomination be submitted to the Board of Education <br />for their approval. <br />The Chairman announced that a petition has been received from the resident <br />freeholders living in an area designated as the South Orange Fire District, <br />which area lies immediately west of the City of Carrboro and which district is <br />specifically described by metes and bounds in the petition; and that said petition <br />recuests the holding of an election under the provisions of General Statutes <br />of North Carolina Section 69-25.1, and further asking that a tax be levied on all <br />taxable property in said district not exceeding ten cents of the one hundred <br />dollar valuation of property, for the purpose of providing fire protection in said <br />district. <br />The County Administrator reported to the Board that he had examined said <br />petition'and the signatures thereto and that said petition bears the names of <br />more than fifteen per cent of the freeholders within said district. <br />Thereupon, Commissioner Smith introduced the following resolation., which <br />was read: <br />RESOLUTION CALLING A SPECIAL ELECTION <br />Whereas, the Board of County Commissioners of orange county has received a <br />Detition bearing more than fifteen per cent of the resident freeholders living <br />in the boundaries of the South Orange Fire District, said district being described <br />as follows:
