87K 7 FnE 111) MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS May 6, 1968 The Board of Commissioners for the County of Orange, North Carolina, met in regular session at the County Courthouse in Hillsborough, North Carolina, at 10 o'clock A.M., on Monday, May 6, 1968. Present: Chairman Harvey D. Bennett, and Commissioners, William C. Ray, Henry S. Walker, Carl M. Smith and Ira A. Ward. Absent: None Minutes for meetings held during April were read and approved. Marshall Cates, Chairman County Board of Electiona, advised the Board of Commissioners that the loose leaf registration sys-rem was now being used in all the county precincts, but that there remained a considerable amount of work in order to properly complete this system. Mr. Cates stated that the Board of Elections had set three goals for the up dating of the voting registration system, they are: 1. Permanent registration of voters 2. Clarification of precinct lines 3. Voting machines for the larger precincts Mr. Cates requested that the Board of Commissioners schedule a meeting with Alex Brock, Secretary of the State Board of Elections, in order that all problems might be discussed. The Board suggested to Mr. Cates that he make arrangements for such a meeting. Mrs. Harden Johnson, presented a petition reauesting that State Road #1117 be named Oak Grove Church Road. Said petition further ren__uested that appropriate signs be erected to designate said road. Upon motion of Commissioner Ray, seconded by Commissioner Smith, it was moved and adopted, that State Road #1117 be named Oak Grove Church Road. The clerk was directed to advise the State Highway Commission of this action. The following road petitions were presented and the clerk was directed to forward same to the State Highway Commission: 1320, Piney Mountain Road and all roads in Forrest Hills. L. J. Phipps, Chairman of the Historic Hillsborough Commission, requested the Board of Commissioners to make a cash donation to the Commission. Said donation would be applied to the restoration of the Burwell School project. Mr. Phipps stated that $15,000.00 is needed for this restoration and that donations were being sought from the County and the Town of Hillsborough and all other available sources. No action was taken on said ouestion. Fred Cates, Mayor of the Town of Hillsborough, Mrs. Quentin Patterson, Resource, Conservation and Development Board Member, and Gordon Brown, President of the Orange High School Student Body were present. The Board was advised that interested citizens had met for the purpose of discussing suitable recreation for the county. The Board of Commissioners agreed to meet with the interested citizens for the purpose of discussing a recreation program for the county. These representatives requested that the Board of Commissioners appoint a county recreation committee for the purpose of coordinating the various recreation functions and planning towards the utilization of the idle school recreation facilities during the summer months. It was brought to the attention of the Board that a letter of inquiry relative to the status of the Piney Mountain Road, from Earl F. Hoover, District Engineer, contained inaccurate statistical data relative to the rating of said road. The clerk was directed to advise Mr. Hoover of the inaccuracies and to request that the State Highway Commission review and/or re-rate this road. Tyson Clayton, Zoning Officer, presented the following letter from the County Planning Board: "At its meeting on April 23, 1968, the Orange County Planning Board acted on Mr. Forrest Heath's rezoning request as follows: _ To recommend that the County Commissioners approve Mr. Heath's rezoning request with the stipulation that the density of mobile home spaces be no more than four (4) per acre, with no more than seventy-five spaces for the total twenty acre tract, and that each septic tank have a minimum nitrofication line of two hundred and forty (240) feet." Discussion ensued.
