ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: September 19, 2000
Action Agenda
Item No. ~~
SUBJECT: National Association of Counties NACo) Achievement Awards
DEPARTMENT: Board of County PUBLIC HEARING: (YIN) No
Commissioners
ATTACHMENT(S):
NONE
INFORMATION CONTACT:
Moses Carey, Jr., ext 2130
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To recognize the Department on Aging and the Emergency Management
Department for receiving National Association of Counties Achievement Awards.
BACKGROUND: Two Orange County programs received the NACo Achievement Award for
the year 2000. This award recognizes responsible, responsive and effective county
government. The Department on Aging's Friend-to-Friend Volunteer Program won in the
Volunteer category, and Emergency Management's Paramedic Initial Response Program won
in the Emergency Management and Response category.
The Friend-to-Friend Volunteer Program began in August 1998. It consists of a corps of
volunteers who assist individuals age 60 and over with non-medical care needs. It seeks to
maximize seniors' independence, prolong the time older adults may remain living at home,
decrease their sense o~ isolation and improve the quality of life for the County's older adults.
The Paramedic Initial Response Program seeks to focus limited resources to provide thorough
patient assessment and medical treatment while reducing unnecessary patient transportation by
separating the treatmentand transportation functions of EMS. EMS telecommunicators
prioritize calls for service. They dispatch an EMT to every call, and if warranted, an ambulance
and/or First Responders.
FINANCIAL IMPACT: There are no financial impacts associated with the awards.
RECOMMENDATION(S): The Manager recommends that the Board recognize and present
the engraved plaques to each department.
