A private firm, Orange Recycling Services, has been under contract to the Town of <br />Chapel Hill and now Orange County. While staff has performed a portion of this service in the <br />past, mostly cardboard collection, most of the paper and can collection service has been <br />primarily handled by ORS. Staff believes that ORS could continue to effectively perform this <br />service. The contractor performs at a level of service acceptable or above average in collection <br />and marketing of the recyclables. ORS will also collect cardboard, thus consolidating that route. <br />FINANCIAL IMPACT: This contract has a projected annual cost of $15,800 which includes <br />collection of recyclables from 19 sites throughout Orange County. Some of these services have <br />multiple collection points, including Orange County Public Works, which is the consolidation <br />point for a number of county buildings. (Other sites may service one or more agencies for a <br />variety of materials at different locations.) Funds to pay for the contract are budgeted and <br />generated from the solid waste enterprise fund. The enterprise fund comes 90%+ from tipping <br />fees, with other revenue from sale of recyclables, state grants, tire tax reimbursement and other <br />funds. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the contract with <br />Orange Recycling Services for collection of recyclables from County and Town offices and <br />facilities, subject to final review by staff and the County Attorney. <br />
