Moore, ext. 2245 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 9fi8-4501 <br />Durham fi88-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To consider approval of a Worksharing Agreement between Orange County <br />Human Relations Commission and the Equal Employment Opportunity Commission (EEOC) for <br />Fiscal Year 2001. <br />BACKGROUND: On September 7, 1999, the Board of County Commissioners approved a <br />Worksharing Agreement between Orange County and the EEOC for a period of October 1, <br />1999 through September 30, 2000. The Worksharing Agreement designates the Orange <br />County Human Relations Commission as Fair Employment Practices Agency (FEPA) under <br />Title VII of the Civil Rights Act of 1964. This designation provides for a dual filing of charges <br />with substantially equivalent state and local agencies and EEOC for the purpose of preserving <br />private suit rights, prom{at resolution of charges, and to avoid duplication of effort. EEOC <br />awards annual contracts to FEPA's, under funding principles approved by EEOC, meet certain <br />standards of capability and perfom~ance. A contracting FEPA agrees to enter into a <br />Worksharing Agreement and to investigate a minimum number of charges at a fixed price per <br />charge. <br />EEOC proposes an extension of the FY 2000 Worksharing Agreement covering the period <br />from the 15t day of October 2000 to the 30th day of September 2001, which may be renewed or <br />modified by the mutual consent of the parties. <br />FINANCIAL IMPACT: The EEOC reimburses the Human Relation Commission in the amount of <br />$500 per closed case and $50 per intake. The Human Relations Commission has requested <br />that EEOC contract with Orange County for 46 cases and 8 intakes. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the Worksharing <br />Agreement and authorize the Chair to sign the extension of the Worksharing Agreement. <br />
