Box 17177 Chapel Hill, NC 27516 -7177 (919) 968 -2885 FAX (919) 932 -2900 www,co.0range.nc.us /recycling <br />Orange Regional Landfill 932 -2989 Orange Community Recycling 968 -2788 <br />August 7, 2000 <br />Mr. Eddie Kirk <br />Orange County Planning Department <br />306 -F Revere Road. <br />Hillsborough, NC 27278 <br />Re: Class A Special Use Permit Application- Recycling Facility - Johnson Tract <br />Dear Mr. Kirk: <br />In Accordance with your request for additional information, we offer the following: <br />In support of Section 8.2.1 of Article 8- Special Uses <br />• 8.2.1.b(l)- The use will maintain or promote the public health, safety and general <br />welfare, if located where proposed and developed and operated according to the plan <br />as submitted; <br />The application indicates that the existing recycling area provides a much needed <br />service for the community. The proposed buildings will help to insure the proper <br />operation of the landfill by allowing recycling staff' to work in an area protected <br />from the weather. It will also help the County meet the waste reduction goals of <br />45 percent by 2001 and 61 percent by 2006. <br />8.2.1.b(2)- The use will maintain or enhance the value of the contiguous property <br />(unless the use is a public necessity, in which case the use need not maintain or <br />enhance the value of contiguous property); <br />The application indicates the buildings will improve the operating efficiency of the <br />existing recycling operation and is therefore a public necessity. <br />* 8.2.1.b(3)- The location and character of the use, if" developed according to the plan <br />submitted, will be in harmony with the area in which it is to be located and the use is in <br />compliance with the plan for the physical development of the County as embodied in <br />these regulations or in the comprehensive Plan, or portion thereof, adopted by the <br />Board of County commissioners; <br />
