35 <br />1 Benedict said that it was not usually done, but there is an important resource of N1cGowen's <br />2 Creek and there is an important public facility of Efland-Cheeks School and Park where the <br />3 County has invested about a million dollazs in enhancement to the park. One of the goals that <br />a has come forth fmm the Schools and Land Use Council is to connect schools and parks with <br />5 natural resources for educational opportunities. In this case, the County is asking for a <br />6 dedication instead of payment-in-lieu fees and an easement to connect the dots. He said that this <br />~ access would be very low impact. He said that the Joint Master Parks and Recreation Task Force <br />8 has come up with some new ideas about these issues and he suggested inviting someone from the <br />9 Environment and Resource Conservation Department to explain some of the concepts <br />1o concerning pazk dedications and easements. <br />ti <br />12 MQTION: Barrows moved to accept the Preliminary Plan for Richmond Hills <br />13 Subdivision; including the verbiage on page 37, F6, that the <br />14 easement could be specified as the eastern 100' buffer azea; <br />15 including the tapered turn lane; and on page 34, A$, letting the <br />16 Commissioners know the discussion of the Planning Board about <br />t7 the pump station and who would pay for it; and including that the <br />18 maximum easement for the trail would be a 50' path.
