BOOK 7 PAGE 1.0 MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />March 4, 1968 <br />The Orange County Board of Commissioners met in the Commissioners, Room of the <br />Courthouse in Hillsborough, North Carolina on Monday, March 4, 1968 in regular session. <br />Members Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray, _ <br />Henry S. Walker and Ira A. Ward. <br />Members Absent: Commissioner Carl M. Smith. <br />The clerk read the minutes of the previous meetings and same were approved - <br />after corrections were entered. <br />Louise Bradsher and other representatives from the Carr community appeared and <br />spoke in behalf of the previous recuest for paving of SR #1368. The clerk was <br />instructed to show the correspondence file relative to this file to these individuals. <br />Mrs. Betsy Farrington appeared reouesting right of way information relative to <br />SR #1945. This read had been scheduled for paving. The State Highway Commission <br />had advised Mrs. Farrington that the money allocated for the project was being with- <br />drawn because of the inability of the highway department to secure the necessary <br />right of way agreement. The clerk was instructed to incuirs of the State Highway <br />Commission as to the status of this road. <br />Gera Sykes presented a recuest that the Board of Commissioners in conjunction <br />with interested citizens make an effort to secure a interchange from Interstate 85 <br />at the Dimmocks Mill Road location. Mr. Sykes presented a letter which had been <br />written to Joe Hunt, Chairman of the State Highway Commission. Said letter advised <br />Mr. Sykes that monies for the construction of the project must be secured from the <br />3areau of Biblic Roads. The Board advised Mr. Sykes that a petition fog such an <br />interchange should be secured before any action could be taken on said matter. <br />Commissioner Ray brought to the attention of the Board that he had learned, <br />through an unofficial source, that the monies allooated for widening and improving <br />of highway #86 North from Hillsborough to the Caswell County line had been withdrawn <br />and allocated to another project. Discussion ensued concerning said matter. <br />Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved <br />and adopted that the clerk make ineuiries of Thomas S. Harrington, Highway Commissioner <br />of the Seventh District as to the reliability of this information and to further <br />recuest information as to how much of the monies from the State Road Bond Issue <br />for primary roads had been spent or allocated to date. <br />??? Wiley Perry presented the following memorandum from the State Director, FHA, <br />Raleigh, North Carolina: <br />"We have reviewed the proposed agreement between the County of Orange and the <br />Orange-Alamance Water Corporation wherein the County of Orange is agreeing to lend <br />the water corporation the aum of $27,000 for the sole purpose of increasing the size <br />of a water line from 10" to 12". <br />This agreement is not acceptable as no immediate need exists for the increased <br />pipe size. No justification for the increase has been given or any explanation <br />presented as to why the 10" line is not satisfactory. <br />We realize that water lines are helpful in attracting industry and the larger <br />size line might be needed in the future for certain types of industry, however, a <br />nonprofit corporation cannot be expected to raise their water rates so that lines <br />may be enlarged to accommodate future industry which may or may not locate on the <br />lines. <br />We agree that for future planning purposes that the county may need a large <br />transmission line for the purpose of supplying water to both domestic and industrial <br />users. The county stands to recover any such investment if industry locates by an <br />increase in its ad valorem taxes. The county would thereby be wise in considering <br />making a grant of $27,000 to the corporation to increase the size of line rather than <br />some later date having to finance the entire amount of a large transmission line. <br />If the county wishes to consider a grant to the corporation, we shall be glad <br />to review and consider such an agreement. <br />We should point out that a large grant has been made by FHA to the corporation <br />in order that the members could obtain adeouate water at reasonable rates and as it was <br />determined that the members could not pay higher rates. If it is now determined that <br />they can pay a higher rate, we may have to reconsider the amount of the grant and <br />possibly should reduce the grant. <br />We are returning the copy of the agreement submitted <br />Mr. Perry also presented a petition for the completion of the Paving of SR #1117.
