School programs <br />Proposed funding: Orange County Sanitation budget allocation <br />Proposed implementation: FY 2000-01 <br />Phase 1. Mobile and Stationary Billboards <br />Motorists, passengers and pedestrians observe solid waste collection vehicles as part of their daily life. ' <br />Orange County Sanitation Division proposes using collection vehicles as mobile educational billboards. E. <br />year, the County's two collection vehicles, combined, travel approximately 50,000 miles throughout the county <br />Orange County proposes the fabrication of educational signs to promote differing aspects of waste managemE <br />waste reduction, reuse and recycling. The signs would then be mounted on three sides of the County's new <br />collection vehicle, each sign being 48" x 80". ,Railings would be installed on the collection vehicle <br />accommodate mounting and to allow frequent change out of signs in order to keep the messages `fresh'. <br />The signs would also be utilized as stationary billboards by placing them at community events. Frames would <br />fabricated to accommodate mounting. <br />The signs mounted would be used to: <br />1. Encourage greater participation in existing programs <br />• Rural curbside -tonnages have declined sign'rficantly with correlated increases at the SWCC's <br />• Salvage sheds -available only at three drop-off sites <br />• Mixed paper and cardboard -available only at drop-off sites; (i.e., recycle holiday wrapping paper) <br />2. Promote reoccurring events <br />• HHW Gollection - 1 S` Saturday of each month, March -November <br />• Paint Exchange -~ 1 g` Saturday of each month, March -- November <br />• Telephone book recycling <br />3. Promote successes <br />• Tons recycled for a given period <br />• Benchmarks towards achieving waste reduction goals <br />4. Educate <br />• Junk mail termination <br />• Wise shopping - 5 R's, reduce, reuse, recycle, reject and respond <br />• Air emissions reduction, pollution prevention and resource reduction by carpooling, bicycling, walk <br />and public transportation <br />• Litter prevention and control <br />The signs proposed are shown in English, however, bilingual signs would also be fabricated. An English s <br />would be placed on one side of the collection vehicle and a bilingual on the other side. See attachment I. <br />
