North Carolina Division of Pollution Prevention and Environmental Assistance <br />2000 Solid Waste Reduction Assistance Grant Application Form 1: <br />Detailed Proiect Description <br />I. Description of current level of recycling/waste reduction activities <br />In June 1997, Orange County, including the Towns of Chapel Hill, Carrboro, and Hillsborough, established s <br />waste reduction goals of 45% by 2001 and 61 % by 2006. To-date a 39% reduction has been achieved. <br />There are approximately x4,000 households in Orange County, of which 18,000 are in the unincorporated are <br />The Orange County Sanitation Division provides solid waste management programs and services to Oral <br />County residents, Orange County government offices and the Orange County school system. The prim <br />services include operation and maintenance of six staffed solid waste convenience centers (SWCCs); s <br />waste collection services; in-house recycling education and collection services and solid waste progi <br />administration. Although all programs and services are available to every Orange County resident, the princ <br />users are those residing in the unincorporated areas. <br />Solid Waste Convenience Centers <br />11,000 unincorporated households -utilize the SWCC's as their sole solid waste disposal and recyc <br />provider; <br />7,000 unincorporated households -utilize private contractors for solid waste disposal <br />18,000 total unincorporated households <br />15,000 estimated number of annual households utilizing SWCCs* <br />~ 4,000 of the 15,000 households use SWCCs in addition to their solid waste services provided through priv <br />contractor (unincorporated jurisdiction) or provided by the towns. <br />The Orange County Sanitation Division funds, operates and manages six staffed solid waste conveniei <br />centers (SWCCs) where residents may bring their recyclables and household waste, including C & D, b~ <br />items (i.e. furniture), etc.. These centers are operated six days weekly. In FY 1999-00, the total prajec <br />number of annual visits will surpass 360,0000. <br />At .each SWCC, areas are designated far the recycling of cardboard, mixed paper, newspaper and telephc <br />books, glossy magazines, plastic, glass, ,aluminum and steel cans, oil and oil filters, batteries, tires, white goc <br />scrap metal, and scrap wood/yard waste. Also, at three sites, salvage sheds are located to promote reuse <br />items in good condition. A fourth shed is proposed for the FY 2000-01. <br />The SWCC Operator, AKA site attendant, plays a key role in the education process by providing "in-pets <br />education. Such education includes: <br />~ proper preparation and separation of recyclables <br />+ enforcement of the Orange County Regional Landfill cardboard ban <br />r- enforcement of the N. C. aluminum can ban <br />r- enforcement of the yard waste ban <br />^- covering of loads to prevent lift®ring <br />~ promotion of the salvage shed program <br />~ proper disposal of household hazardous waste (HHW) through HHW collection program <br />~ proper disposal and/or reuse of latex paint through the Paint Exchange program <br />~ special events, i.e. compost bin sales <br />SWCC informational brochures, which outline all solid waste disposal and recycling services available at <br />SWCC as well as special programs, are distributed to users to supplement the verbal information conveyed <br />the SWCC operators. Also, informational brochures that relate to specific Orange Community Recycling (O( <br />programs are available at the sites. In addition, in the 1999-00 FY, information boards were placed at e. <br />SWCC to promote services available and'waste reduction activities. <br />
