He showed the area subject to the land use plan amendments on <br />28 a map. The first item is an amendment to the joint planning azea where Carrboro, Chapel Hill, <br />29 and Orange County must decide on any changes to the joint land use map. In this case, all <br />30 authorities would have to agree to change the existing land use to an extractive use that. could <br />31 allow the expansion of the quarry operation. The second part of the process has to do with an <br />32 amendment to the Orange County Comprehensive Plan. If the item is approved in the joint <br />33 planning azea, then Orange County looks at its own comprehensive plan and changes it to a land <br />34 use designation that would be consistent with the intended use of the property. In this case, <br />35 Orange County will be consideruag a change to a rural industrial node, which allows extractive <br />36 uses. If the rural industrial node is approved, the applicant will have to come just to Orange <br />37 County for a Special Use Permit to expand the existing Special Use Permit to allow the <br />38 expansion of the quarry and the eventual reservoir. Chapel Hill has recommended approval to <br />39 the joint plan and Carrboro has not yet approved the recommendation. The Board of County <br />4p Commissioners will be making a decision on June 29~'. However, the joint planning amendment <br />41 cannot occur without the Town of Carrboro's approval. <br />42 <br />43 Benedict said that there were comments from the opponents on the changing conditions <br />44 requirement that were occurring. Staff did some reseazch on amendment criteria, and one of the <br />45 bases for the change has to do with either an error in the plan or changing conditions. Benedict <br />46 summarized a chart of changing conditions in Orange County regazding population change, <br />47 increase of water demand and decreasing rock supply. There have been no changes to the <br />48 original mitigation measures that were discussed during the April 12, 2000 meeting. After <br />
