She asked if condition #4 would address <br />the neighbors' concerns about the drainage. Davis answered her question, but 1 could not hear him. <br />Goodwin would like to work with the neighbors to find some resolutions to the concerns, <br />Gooding-Ray asked if there was anything that this board could do about the small lot sizes to satisfy the <br />neighbors. Fleener said that it would help if there were some type of hill or barrier between her property <br />and the subdivision, <br />Benedict said that there could be some type of increased buffer and plantings beriveen the subdivision and <br />the larger fats. <br />MUTTON; Gooding-Ray moved to accept the recommendation of the Planning staff <br />to approve the Concept Plan far High. Rock Village Subdivision subject <br />to the conditions as stated above, with a recommendation to include a <br />wider buffer with planting on the eastern side and to address the <br />stormwater concerns. (I could not hear the wording for the <br />stormwjater issue). Seconded by Goodwin. <br />Strayhom does not think that the additional buffer would accomplish anything. <br />Discussion, ensued about the size of the buffer. <br />Alois Callemyn said that they could work with the neighbors and the staff to come up with a suitable <br />buffer. <br />MUTTON: Gooding-Ray moved to accept the recommendation of the Planning staff <br />(Restated) to approve the Concept Plan for High Rock Village Subdivision subject <br />to the conditions as stated above, with a recommendation to include <br />additional planting in the buffer and to have mediation between the <br />Plannir~ staff, the developers, and the neighbors on the buffer area. The <br />mediation will occur prior to the preliminary stage.
