4
concern of the County but future system function, expandability, maintenance
cost and environmental hazard potential are County concerns.
The staff recommended STEP system may have a higher installation cost.
However, STEP systems have less long-term public maintenance cost in
comparison with agravity/pump station system. A gravity/pump station has a
relatively high pump station maintenance/monitoring cost that would have to be
contracted out to a utility company such as OWASA. In addition, the STEP
system has less potential to create offsite environmental contamination.
RECOMMENDATION: The Administration recommends that the Board;
(1) Approve'STEP' Sewer System, in its capacity as owner of the Efland
Sewer System as the approved connection method of Richmond Hills
Subdivision to the existing sewer system.
(2) Approve Richmond Hills subdivision preliminary plan with Board of
County Commissioners selected sewer system option (decision
determined above) and the conditions contained in the attached
Administration Resolution of Approval.
