4 <br />concern of the County but future system function, expandability, maintenance <br />cost and environmental hazard potential are County concerns. <br />The staff recommended STEP system may have a higher installation cost. <br />However, STEP systems have less long-term public maintenance cost in <br />comparison with agravity/pump station system. A gravity/pump station has a <br />relatively high pump station maintenance/monitoring cost that would have to be <br />contracted out to a utility company such as OWASA. In addition, the STEP <br />system has less potential to create offsite environmental contamination. <br />RECOMMENDATION: The Administration recommends that the Board; <br />(1) Approve'STEP' Sewer System, in its capacity as owner of the Efland <br />Sewer System as the approved connection method of Richmond Hills <br />Subdivision to the existing sewer system. <br />(2) Approve Richmond Hills subdivision preliminary plan with Board of <br />County Commissioners selected sewer system option (decision <br />determined above) and the conditions contained in the attached <br />Administration Resolution of Approval. <br />
