31 <br />1 Sewer easement across Orange County School (Letter provided from Superintendent) <br />2 • Pump Station proposed ~ with force main sewer line (See attached County Engineer <br />3 comments) <br />4 Sewer acreage fees will be accessed <br />5 Sewer fee to Hillsborough to be paid as permits are obtained <br />6 Develo ment Process Schedule and Action <br />7 First Action: Planning Board approved the Concept Plan on October b, 1999 by <br />s unanimous vote with the following conditions: <br />9 1. All roads shall be public and designed to meet NCDOT (and County) standards. <br />10 2. Northern road shall stub out to the eastern property line at a 90-degree angle. <br />11 3. If a sign is anticipated, reserve sign easement location at entrance to subdivision. <br />12 Sign to meet <br />13 setback requirements. <br />14 4. Ultimate right-of--way along Richmond Road shall be 70 feet. Dedication along <br />15 Richmond Road of five additional feet ofright-of--way or 35 feet from center of <br />16 existing right-of--way, whichever is greater, will be required to be shown an <br />17 preliminary plan. Property lines to stop at new right-of--way lines. <br />18 5. Submit draft documentation for Homeowner's Association restrictive covenants ar <br />~ 9 conservation easements that contain use and maintenance provisions for the open <br />20 space and buffers. The restrictive covenants or conservation agreement shall <br />21 designate aback-up grantee in the event the homeowners association is eliminated. <br />22 6. No main utility lines shall be located under pavement. <br />23 7. No private utilities allowed within public right-of--way. <br />24 8. Recommend taps (water and sewer) to be installed far each lot prior to road <br />z5 construction completion. Encroachment agreement for these services will be required <br />26 before the State will accept maintenance of the roadway. <br />27 9. Provide additional 5' easements on both sides of all streets. Improved intersections to <br />2s NCDOT standards with 60 feet ofright-of--way at all intersections. <br />29 10. Provide NCDOT encroachment agreement required for sewer lines prior to <br />30 acceptance of roads for maintenance. <br />3 ~ 11. Drainage easements to be identified at preliminary submittal stage. <br />32 12. Delineation of FEMA 100-year floodplain required at preliminary stage. <br />33 13. Obtain letter of permission to tie into the Orange-Alamance Water System, Inc. <br />34 Submit copy of letter with preliminary application. <br />35 14. Obtain easement across the Orange County Schools property for the installation <br />36 public sewer line. Reference recorded document on preliminary plan. <br />37 15. Housing density bonus only allows for nine (9) additional units. One lot must be <br />3 s eliminated. (two were) <br />39 16. Dedication to Orange County of trails through open space and along McGowan Creek <br />4o shall be identified at preliminary stage. <br />41 17. Indicate on the preliminary plat areas for on-site infiltration of storm water that <br />42 demonstrates compliance with Article 6.23.3a of the Orange County Zoning <br />43 ordinance. <br />44 Second Action; Planning Board to consider the Preliminary Plan <br />45 1. Action within two meetings, or extension thereof; or, <br />46 2. If the Planning Board fails to act within the specified time period, the preliminary <br />47 plan goes to the Board of County Commissioners without a Planning Board <br />4s recommendation. <br />
