• Ttem 2 (Subdivision) <br />The proposed subdivision is in Cheeks Township on the east of Richmond Road approximately '/Z <br />mile north of U.S. 70. The flexible development subdivision design permits 14,000 square foot <br />minimum lot size and in this case approximately SS% in common area open space. The open <br />space is primarily along McGowan Creek (along northern boundary) and anorth-south easement <br />connector from the Efland/Cheeks Elementary School to the creek. <br />The project is proposed by Habitat for Humanity for affordable housing. Orange County has <br />contributed bond money and potentially CBDG money in support of this project. <br />The background information noted below explains the specifics of the subdivision design. <br />2 <br />BACKGROUND: <br />Request <br />Applicant: Habitat for Humanity <br />• 40.34 acres tract <br />• Forty-three (43) single-family residential lots <br />Existing_Site Conditions <br />Zoning <br />• Rural Residential (R1) and Upper Eno -Protected Watershed (12% impervious) <br />• Minimum zoning lot size for R1 is 40,000 square feet but property is in Transition Zone so lots may cluster <br />down to 14, 000 square feet if water and sewer is available <br />• Adjacent Land Uses: Single-family residential, institutional (school) and vacant <br />Proposed Site Conditions <br />Roads: <br />• Access to subdivision is from Richmond Road (SR 1312) <br />• Proposed public roads to be designed to NCDOT (and County) standazds at preliminary stage <br />• Right turn taper lane built to NCDOT standards required on Richmond Road at entrance to subdivision <br />Open Space: <br />• 22.2 acres (55%) proposed in common area open space <br />• MCTAR (minimum cluster-to-actual lot/size ratio) = 1.02 <br />• 100' buffer provided azound the site <br />• Large open space azea on eastern and northern side of property <br />Density Bonus Provision <br />• Conventional design; Yield Flan estimates 351ot potential <br />• 8 bonus lots proposed; 9 bonus lots permitted under ordinance <br />[1 bonus lot permitted for every acre of open space over 13.3 acres (33%) required - 22.2 acres provided] <br />• 43 total lots proposed <br />Water-Sewer: <br />• Public Water (Orange-Alamance) (Letter provided from Orange-Alamance) <br />• Public Sewer (Orange County) <br />• Sewer easement required across Orange County School property (Letter provided from Superintendent) <br />• Applicant proposes agravity/pump station/force main system (Option of STEP system (#4) in resolution is an <br />alternative noted by the County Engineer) <br />• BOCC to determine which condition,_4 or 4a, in the Administration Resolution is to be followed. <br />
