Existing and Proposed Conditions <br />Existing: <br />• Current zoning is Agricultural Residential (AR). <br />• The property is located in the Upper Eno protected and critical area watershed. <br />Physical Features: <br />• There is one intermittent stream in the southwestern portion of the property. <br />• The site is entirely wooded with mixed hardwoods and pines. <br />Adjacent Land Use: <br />• Properties to the south and east are wooded. <br />• Properkies to the north and west are developed in single family residential lots. <br />Proposed: . <br />Roads: <br />• Access is from Gov. Scott Road (SR 1351). <br />• Proposed public streets to be constructed to NCDOT standards. <br />• Propased public right-of--way connection to the. southern properly line. <br />Water-Sewer: <br />• Water will be from individual wells. <br />• Health Department verified that each lot contains suitable sails to locate a septic system. <br />Agency Comments: <br />• Comments attached from NCDOT, Environmental Health, and Emergency Management. <br />Develo ment Process Schedule and Action <br />Planning Board: <br />• First Action: Concept Plan approved by the Planning Board October 6, 1999 with the <br />three following conditions: <br />1. The Intersection and road alignment on the Preliminary Plan shall meet NCDOT <br />standards. <br />2. A publicly dedicated right-of-way should be provided to the southern property line to allow <br />for future interconnectivity of public roads (in accordance with County policy). <br />3. With the Preliminary Plat, submit a plat indicating areas for on-site infiltration of storm <br />water that demonstrates compliance with Article 6.23.3a of the Orange County Zoning <br />Ordinance. <br />• Preliminary Plan addresses all conditions of approval of the Concept Plan. <br />• Second Action: Planning Board unanimously recommended Preliminary Plan <br />approval March 1, 2000. <br />• Third Action: Board of County Commissioners to consider the Preliminary Plan <br />continued from April 4, 2000 meeting. <br />Options: <br />1. The Board shall consider the application within a reasonable amount of time. <br />2. During deliberations and consideration of the application the Board may defer <br />consideration at any point to pursue additional analysis and review. <br />3. If Preliminary Plan is approved by the, County Commissioners the applicant shall have <br />one (1) year to prepare and file a Final' Plat or to request aone-year extension from the <br />Planning Director. <br />In the April 4, 2000 meeting the Board of County Commissioners requested <br />information on 'the nature of the stream buffer and how it connected to open space <br />and adjoining properties' and 'whether there might be another approach to protecting <br />the stream buffer.' <br />
