MEMORANDUM <br />TO: Orange County Board of Commissioners <br />. FROM: Gayle Wilson, Solid Waste Director <br />DATE: June 27, 2000 <br />RE: Request for Modification to Class A Special Use Permit <br />CC: John Link, County Manager. <br />Rod Visser, Assistant County Manager <br />Craig Benedict, Planning Director <br />An existing Class A Special Use Permit (SUP) authorizes landfill personnel to operate a <br />recycling center on a pazcel of land (known as the Johnson Tract) located on the north side of <br />Eubanks Road and on the west side of the closed landfill. We presently recycle glass, metal cans <br />and plastic on a 7,500 square foot uncovered concrete pad. <br />The existing SUP authorizes landfill personnel to construct two open sheds (600 square feet and <br />900 squaze feet) to protect personnel working on the pad from adverse weather conditions. We <br />have been operating the recycling azea on and adjacent to the concrete pad for a yeaz, and have <br />determined that the proposed open sheds would be too small to adequately protect the recycling <br />personnel. <br />We have investigated alternative methods of covering the recycling pad and have determined.that <br />a building using truss arches to support the roof is the most practical method of construction and <br />is the most economical. We are proposing to construct two separate buildings. The first would <br />be 72 feet by SO feet and the second would be 72 feet by 35 feet. The total covered area will total <br />6,120 squaze feet. The employees will be able to work in a weatherproof area and the electrical <br />equipment will also be protected. <br />The existing SUP also. authorizes six open top containers to store recyclables. We have modified <br />our operation by using three closed trailers instead of roll-off containers: The closed trailers are <br />used to store baled plastic and metal cans and flattened aluminum cans. The roll-off containers <br />aze used to store cleaz, brown and green glass. We want to increase the number of roll-offs to 12, <br />due to the increased volume of recyclables currently being processed and anticipated to increase <br />further iri the future. <br />We have detected another. operational problem. The concrete pad needs to be extended an <br />additional 1 S feet by 75 feet where the baler and can flattener/blower is located. The rock base <br />does not stand up to the constant movement of the Bobcat Loader. <br />
