It is time to commence construction of the final cell of the lined landfill. Phase <br />4 construction will create an estimated $00,000 cubic yards of space, which represents <br />approximately four years of additional capacity. The Landfill staff will perform all grading and <br />hauling and will install the leachate collection piping. However, the geosynthetic liner must be <br />purchased from, and installed by, a third party. Weather permitting, the work should be begun <br />in mid-July and finished by the end of August 2000. <br />Draper Aden Associates of Richmond, Virginia created detailed plans and specifications that <br />address the County's needs. The bid was advertised and bids were sought from thirteen <br />vendors. Four responsive bidders responded to the June 14 bid call. A tabulation is attached. <br />Also attached is a letter from William Hase of Draper Aden Associates recommending the low <br />bidder Clary Hood, Inc of Kissimmee, Florida at a cost delivered and installed of $346,000. The <br />installation of the three layer liner and all work done on Phase 4 Construction will be inspected <br />by the Solid Waste Section of the North Carolina Department of Environment and Natural <br />Resources. <br />FINANCIAL IMPACT: If approved by the Board, the total cost of the liner purchase and <br />installation would be $346,000. This cost is significantly lower than what was originally <br />anticipated. When considering the other aspects of this project -the purchase of leachate <br />piping, the quality assurance contract approved by the Board at the June 6 meeting, the rental <br />of specialized heavy equipment, and other associated project expenses -the cell 4 construction <br />project is likely to cost several hundred thousand dollars less than the $$45,800 that was <br />appropriated in FY 1999-00 for this purpose. <br />
