BOOK 7 PACE 97 <br />W. H. Turner, of Chapel Hill Township, had requested that his property be <br />rezoned from a residential area to a general commercial area. The County Zoning <br />Officer advised the Board that the Planning Board recommended that this request <br />be denied. <br />Upon motion of Commissioner Walker, seconded by Commissioner Ray, it was <br />moved and unanimously adopted, that the request of W. H. Turner as to the rezoning <br />of his property be denied. <br />Commissioner Ward advised the Board of the resignation of Harry Palmer as <br />Census Tract Key Person from the Census Tract Committee. Mr. Palmer cited as his <br />reason for resigning this position the fact that he was leaving the Research <br />Triangle Regional Commission. <br />Upon motion of Commissioner Ward, seconded by Commissioner Walker, it was <br />moved and adopted, that Mark Burnham, of the Regional Planning Commission staff, <br />be named to replace Harry Palmer, as Census Key Tract Person on the Census Tract <br />Committee. <br />Lawrence Alley, consulting engineer for the Water and Sewerage project <br />being built near Mebane, advised the Board that this project should be completed <br />and in operation in about two weeks. Mr. Alley recommended that change order <br />number one relative to the overflow pressure relief valve be changed. In order <br />to make this change in the overflow valve at the 300,000 gallon tank the cost <br />would be approximately $685.00. <br />Upon motion of Commissioner Ray, seconded by Commissioner Walker, the <br />consulting engineer was authorized to proceed with the change of the pressure <br />relief overflow valve. <br />Dr. 0. David Garvin, District Health Officer, advised the Board that he had <br />been contacted by interested citizens relative to a Family Planning Clinic <br />which would be located in the Northside Community Center Building. Dr. Garvin <br />stated that this clinic would not need personnel from the district health department <br />staff as volunteer professional help is presently available, the clinic however, <br />needs some funding for supplies. Dr. Garvin recuested that the District Health <br />Department be permitted to provide the needed supplies as the approximate cost <br />of same will be only $215.00 and the establishment of the clinic would provide <br />a wider scope in the family planning program which is currently being presented <br />by his department. <br />Upon motion of Commissioner Ray, seconded by Commissioner Ward, Dr. 0. <br />David Garvin, District Health Officer, was authorized to proceed with the <br />establishment of a family planning clinic and also authorized to fund this <br />program in the way of needed supplies. <br />--?-Wiley Perry, secretary of the Orange Alamance Water System, Inc., and <br />Lawrence Alley, consulting engineer for said corporation, filed with the Board a <br />map designating their planned water facilities. After inspection of the map <br />it became apparent that the planned ten inch (10") water line from the water <br />plant to the main storage tank was adequate for present residential use but the <br />ten inch (10'!) line would be inadequate for industrial growth in the designated <br />area. The consulting engineer advised the Board that in order to increase the <br />water line size from a ten inch (10") line to a twelve inch (1211) line along <br />the approximate 22,000 foot distance from the water plant to the water tank the <br />cost would be $27,000.00. Discussion ensued concerning the request of the Orange <br />Alamance Water Systems, Inc. <br />Upon-motion of Commissioner Ray, seconded by Commissioner Walker, it was <br />moved and adopted,that the County Attorney and the County Administrator prepare <br />a suitable financial agreement between Orange County and the Orange-Alamance <br />Water Systems, Inc, which would allow the corporation to increase their proposed <br />water line from a ten ifth (10") line to a twelve inch (12") line and to further <br />provide some method whereby the County would recover its initial investment of <br />$27,000.00 over a period of years. <br />C. W. Davis and G. A. Brown, Orange County's representatives on the North Central <br />Carolina Piedmont Resources Conservation and Development Program of North Carolina, <br />presented by laws and area committees and projected programs relative to the <br />activities of this committee and they advised the Board that the State Department <br />was assigning a coordinator for the proposed program and that this coordinator <br />would maintain an office in Graham, North Carolina. <br />Chairman Bennett directed that the papers presented by the representatives <br />of the Resources Conservation and Development Committee be filed with the <br />recorder of this meeting.
