Department of Commerce announced the availability of Small
Cities Community Development Block Grant (CDBG) funds for the eight counties, including Qrange
County, receiving TANF Housing Grants late last year. Approximately $250,000 is available for each
community. This funding set-aside by the N.C. Department of Commerce is intended to encourage
communities that received TANF Housing Grants to incorporate CDBG into their local programs.
The Housing Development Program is designed to facilitate the provision of single family
homeownership or multi-family rental projects. Specific activities eligible for funding under this program
include installation of public infrastructure; removal of hazardous waste; and acquisition of vacant land.
The County held a public hearing on June G, 2000 to receive citizen comments prior to developing a grant
application. At that time, the Executive Director of Habitat for Humanity asked for funds to assist in the
development of a planned subdivision in Efland known as Richmond Hills. Subsequently, staff has
proceeded with application development for this project.
Specifically, the application requests $250,000 to assist in the construction of the necessary infrastructure
for the project. An application summary is attached with more detail. Additionally, as a requirement of
the grant, Habitat will commit to construction of 25 homes for low-income families within the thirty-
month performance period.
