BOOK 7' PACE 94 MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />January 8, 1968 <br />The Board of Commissioners for the County of Orange, North Carolina, met in <br />special session at the Blair House, at 6:30 P.M. on January 8, 1968. <br />Members Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray, <br />Carl M. Smith, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Also present for this meeting were James Brennan, Treasurer of Fiber Industries, <br />Inc., and the Director of operations for said company. <br />Mr. Brennan advised the Board of Commissioners that the Board of Directors of <br />Fiber Industries, Inc. were now in the position to present a proposal for the construction <br />of a $110,000,000.00 Fiber Industries plant in Orange County. He stated further that <br />upon completion of said plant there would be 3,000 employees and that this special <br />meeting was called for the purpose of determining if the County of Orange could make <br />available to said plant a maximum of 1,000,000 gallons of water per day. <br />Discussion ensued concerning the request of the needed maximum water supply. The <br />Board of Commissioners advised Mr. Brennan that it would investigate the possibility <br />of securing a committment for the needed maximum water supply but that time would be <br />needed in order to obtain the necessary water agreement from the proper governmental <br />agencies. It was agreed that on Monday,January 15, 1968 the Board of Commissioners <br />would advise Fiber Industries, Inc. relative to their success in securing the needed <br />water agreement. <br />There being no further business to come before the Board said meeting was <br />adjourned to meet again on Sunday, January 14, 1968 at 2:00 P.M. <br />Harvey D. Gattis, Acting Clerk <br />--------------------------------------------------------------------------------------- <br />MINUTES OF THE ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />January 14, 1968 <br />The Board of Commissioners for the County of Orange, North Carolina, met in <br />adjourned session at 2:00 P.M. on Sunday, January 14, 1968 in the Community Room <br />of the Orange Savings & Loan Association in Chapel Hill, N. C. <br />Members Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray, <br />Carl M. Smith, Henry S. Walker and Ira A. Ward. <br />Members Absent: None <br />Chairman Bennett advised the members of the Board that he and Commissioner Smith <br />had consulted with the Officials of the University of North Carolina and that a <br />committment for a water supply to the Fiber Industries, Inc, plant site had been <br />received. This committment, however, was somewhat qualified and it was his opinion <br />that the qualifications should be considered by the Board of Commissioners. Chairman <br />Bennett presented the following summary of the specified qualifications: <br />1. The agreement to furnish water would be re-negotiated on March 1, 1975 <br />2. Any water line built would become University property <br />3. The University would not secure right of way <br />4. The County must build line to University specifications <br />5. Meter installation would be at County expense <br />6. Demand for water would not exceed 80,000 gallons per hour or 1,000,000 gallons per day <br />7. The line would begin at the intersection of Estes Drive and N. C. 86 <br />8. That Orange County would undertake to provide water to the plant site by March <br />1, 1975 from a source other than the University <br />
