35 <br />following conditions: <br />1. The Intersection and road alignment on the Preliminary Plan shall meet NCDOT standazds. <br />2. A turn lane or street improvements shall be constructed on New Shazon Church Road as <br />recommended by-NCDOT. <br />3. With the Freliminary Plat, submit a plat indicating areas of on-site storm water infiltration th< <br />demonstrates compliance with Article b.23.3a of the Orange County Zoning Ordinance. <br />4. The applicant shall petition for deannexation of the several strips of land currently located wi <br />the municipal limits of the town of Hillsborough, or the applicant may apply for annexation t• <br />town of Hillsborough for the entire subdivision. <br />• Second Action: <br />1. Action within two regulazly scheduled Planning Boazd meetings, or extension thereof; <br />2. If the Planning Board fails to act within the specified time period, application forwarded to B~ <br />with Planning Board minutes and Planning Staff recommendations and conditions. <br />• Preliminary Plan addresses all conditions of approval of the Concept Plan. <br />FINANCIAL IMPACT: Fiscal Impact Analysis included as an attachment. <br />RECOMMENDATION(S):_Planning Staff <br />Approval, in accordance with the attached Resolution of Approval. <br />2 Kirk made reference to page 174 of the agenda abstract and said that one of the comments during <br />3 the Concept Plan was that a turn lane or street improvements shall be constructed on New Sharon <br />4 Church Raad a5 recommended by NCDOT. This is addressed in the resolution of approval on <br />5 page 176 of the agenda abstract. <br />6 <br />7 Preston asked about the area on a map that said, "This azea only for installation of septic <br />8 system." <br />9 <br />1 o Kirk pointed out two lots on a map and said that there was going to be an easement in between <br />11 them to maintain common area. <br />12 <br />13 Mark O'Neal, agent for the developer, Randy Fox stated that in general they supported the <br />14 resolution. He said that his concern relates to the turn lanes. They are proposing atwo-phase <br />15 approach to the subdivision. The first phase will be 241ots; the second phase will be 23 lots. He <br />16 said that they do see a need for aright-hand turn lane, but not a center turn lane. All of the <br />17 access to services and employment will be towazd Saint Mary's Road. He asked the Planning <br />1 ~ Boazd to allow them to construct the right-hand turn lane in the first phase and do a center turn <br />19 lane during phase twa if necessary. In the interim, they would do a traffic impact study as <br />20 recommended by NCDOT. If the study indicated the need for the left turn lane, Mr. O'Neal <br />21 indicated it would be constructed in Phase 2. The Planning staff and Planning Boazd agreed <br />22 that this would be acceptable. <br />23 <br />24 MOTION: Strayhorri moved to accept the Preliminary Plan for Fox Hill Farm <br />25 -East -Phase 2 with the right-hand turn lane only and to conduct a <br />26 traffic impact study.
