earlier, the EAP provides individual consultative assistance to supervisors in dealing with <br />specific problem employee situations such as anger and depression. <br />Attachment 1 is an amendment to the EAP contract to renew it for 2000-2001. Attachment 2 is <br />a draft updated Memorandum of Agreement with the Town of Hillsborough providing for the <br />Town to continue to participate in the County's EAP contact. Because of its size, the Town of <br />Hillsborough has not been able to independently identify an EAP provider. In 1993, the Board <br />approved including the Town as a subgroup on Orange County's EAP contract. <br />Under the agreement, the County invoices and collects payment from the Town for the annual <br />Town share of the EAP cost. Human Affairs International provides an annual report to the <br />Town on its utilization. The inclusion of the Town has no adverse impact on the County's EAP <br />rate or level of service. <br />FINANCIAL IMPACT: The contract continues the present EAP services with no rate change. <br />The current rate is $1.82 per employee per month. The estimated annual cost for the EAP for <br />2000-2001 is $13,104 and funds are included in the 2000-2001 budget. <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />- Authorize the Board Chair to sign the contract amendment with Human Affairs International <br />to continue the EAP for 2000-2001, contingent on approval of the 2000-2001 recommended <br />budget; and <br />- Authorize the Manager to continue'the agreement for Town of Hillsborough inclusion in the <br />EAP program. <br />
