~. <br />Landfill farces will construct portions of Cell 4 including the base soil liner, the top <br />cushion layer and the leachate piping system. The geosynthetic material will be <br />purchased and installed by a separate contractor. Draper Aden associates estimated that <br />the Phase 4 cost would $1.26M. These costs were analyzed by landfill personnel to see if <br />.costs could be reduced. The geosynthetric construction (beyond the capability of the <br />landfill staff) will cost about $0.62M. The remaining work using onsite soils and <br />installing the leachate piping will cost about $0.64M using a general contractor. Solid <br />. Waste Department staff concluded that landfill farces could construct the soil liners and <br />leachate piping for about $0.13M which is a saving of $0.51M. <br />We advertised for a CQA firm to monitor the, construction of the Phase 4 cell, which will <br />be built this summer. The department sent out Request For Proposals to 10 engineering <br />firms. Four firms submitted proposals as follows: <br />• Almes & Associates Inc. <br />• Camp Dresser & McKee <br />• Draper Aden Associates <br />• Joyce Engineering, Inc <br />The proposals were reviewed and evaluated by Department staff. Draper Aden Associates <br />was selected based on qualifications and price. Their fee is $56,652. The other proposers <br />had higher costs ranging from $20;000 to $50,000 above the recommended proposal. <br />The Department recommends that the County awazd a contract to Draper Aden <br />Associates for the construction monitoring, material testing and the engineering <br />certification report.
