3 <br />MEMORANDUM <br />TO: John Link <br />FROM: Gayle Wilson <br />SUBJECT: Construction Quality Assurance Engineer <br />Phase 4 Landfill Cell <br />DATE: .May 1 b, 2000 <br />The attached resolution would accept the proposal and accompanying cost of Draper <br />Aden Associates, a consulting engineer, for construction monitoring, material testing and <br />an engineering certification report for the construction of Phase 4 at the Orange Regional <br />Landfill. <br />The funding for this project was approved in the adapted FY 2000 budget in the amount <br />of $95,000. <br />The final phase of the landfill will be constructed this summer. North. Carolina Solid <br />Waste Regulations require that the owner/operator retain an engineer to prepare a <br />construction quality control and quality assurance (CQA) plan. The CQA plan describes <br />the observations and tests that will be used before, during and upon completion of <br />construction to ensure that the construction materials meet the design specifications and <br />the construction and certification requirements set forth in the regulations. <br />The Regulations also require that an independent engineering firm be retained to monitor <br />the cell construction, perform all of the required testing and prepare a certification report. <br />The report is submitted to the Solid Waste Section for approval. The Solid Waste Section <br />issues an operating permit to Orange County after approving the certification report. <br />The previous cell construction projects were handled in the same way. Phases 1 and 2 <br />were built as a single project in 1995 at a cost of about $2.SM. The Solid Waste <br />Department requested proposals to provide CQA services. SCS Engineers from Reston, <br />Virginia was selected for the work. SCS performed the work for $121,300. Phase 2 was <br />constructed in 1998. The construction cost for Phase 2 was $900,000 (low bid by <br />$280,00). The design engineer, Draper Aden Associates, was retained to provide CQA <br />services and performed the work for $104,000. <br />Revised State Solid Waste Regulations allowed landfill owners/operators to install an <br />alternative liner system (Geosynthetic Clay Liner) instead of the prescriptive liner (24" of <br />native red clay amended with bentonite). The cost saving of using the alternative liner is <br />about $155,000. <br />
