Purchasing staff have solicited bids <br />with amid-June due date for that construction work. Staff expects to request that the Board <br />award a bid for that work at the June 29 regular BOCC meeting. <br />As has been the case with construction of the three previous landfill cells (accomplished when <br />the Solid Waste Management Department was part of the Town of Chapel Hill organization), <br />staff proposes to retain the services of a professional engineering firm to monitor landfill <br />construction, test soils and geosynthetic materials, and prepare an engineering certification <br />report. By State regulation, a landfill owner may not perform the quality control and certification <br />functions associated with landfill construction under State issued permits. <br />Staff solicited proposals from 10 firms and received 4 responses. Based on their previously <br />demonstrated ability, qualifications, and price, staff recommends that the Board award to <br />Draper Aden Associates a contract in an amount not to exceed $56,652 to perform the quality <br />control services required by the State. The attached memorandum outlines the history of the <br />previous lined landfill construction and discusses the selection process of the consultant. <br />FINANCIAL IMPACT: There is no impact on the County's General Fund associated with this <br />project.. Funds have already been appropriated in the FY 1999-00 Solid Waste Enterprise Fund <br />budget and are sufficient to cover the recommended award amount of $56,G52. <br />
