3 <br />Page 2 <br />A piece of our history helps underscore the importance of this issue. <br />During World War II, 57% of North Carolina's draftees were rejected <br />because they failed the basic. military health exam. We had the worst <br />record in the nation. Among the draftees was another group of young <br />men who had been raised in orphanages where they had received <br />inexpensive but adequate nutrition and health care. Of this group of <br />draftees, only 3% failed the exam. <br />Since 1950, state leaders have made several attempts to insure basic <br />health care for all North Carolinians, but those attempts have all fallen <br />short.
