Draft <br />Interim Process for Town/County Parkland.. Collaboration <br />The following process would be used by the Orange County Boazd of Commissioners when requests are <br />received far collaboration on joint parkland acquisition and facility development, including requests for <br />parkland bond moneys from the 1997 bond referenda. Via the Interim Action Plan for the Lands Legacy <br />program, the Boazd has already instructed staff to begin the process of identifying parkland needs and <br />possible sites, and to work with the Town staffs in a similaz vein. <br />1 A written request, from the elected Boazd of the jurisdiction in question, or <br /> the chief administrative officer of a private, non-profit entity or other <br /> authority as established by the State of North Carolina, is received, addressed <br /> to the Chair of the Orange County Board of Commissioners (requests should <br /> be delivered to: Clerk to the Boazd of Commissioners, PO Box 8181, <br /> Hillsborough, NC 2727$). <br />2 The Board of Commissioners are notified with a copy of the written request, <br /> and direct staff on whether to prepare an evaluation of the request, using the <br /> adopted criteria and procedure. <br />3 The Orange County Environment and Resource Conservation Department <br /> (ERCD) staff, working with the Recreation and Pazks Department and other <br /> relevant departments, will prepaze a written evaluation far the. Boazd's <br /> review using the adopted Pazklands Acquisition and Evaluation Criteria. This <br /> evaluation includes physical site characteristics and financial data. If not <br /> previously provided, the requesting jurisdiction will provide maps, site <br /> details, cost information and other needed materials on the proposal to the <br /> ERCD. ERCD staffwill also compaze the proposed projects to any other <br /> priorities from the Lands Legacy Action Plan in place at the time, noting any <br /> potential conflicts or opportunities. <br />4 The Board will review staff's findings and, if desired, request additional <br /> information from staff or the requesting jurisdiction. <br />5 The Board will consider the request and make a decision on whether to <br /> participate and/or the level of participation. The Chair shall respond in <br /> written form to the requesting jurisdiction. <br />
