The Board adopted a set of <br />criteria for evaluating parkland acquisition in June, 1999, and approved a set of actions related <br />to the JMRP report on May 3 -- including creation of an Intergovernmental Parks Work Group <br />and authorizing the Managers to develop a report on coordinated capital funding and <br />collaborative land-banking (to be discussed at the October 30 Assembly of Governments). <br />Until a process for collaboration on parks is agreed to, an interim process would allow the <br />County to respond consistently to inquiries from the Towns for coordinated projects, and allow <br />the Towns to understand the County's process for considering proposals. The attached draft <br />process has been created using the adopted parkland criteria and the Joint Master Recreation <br />and Parks Work Group report as a guide. <br />FINANCIAL IMPACT: There is no financial impact in adopting the proposed Interim Policy, as it <br />does not obligate the County to any land acquisitions. <br />RECOMMENDATION(S): The Manager recommends that the Board adopt the proposed <br />Interim Process for Town/County Parkland Collaboration and use it to respond to requests from <br />the Towns, until the Managers from each jurisdiction can develop a proposal to coordinate <br />
