Coordination of the Strategic Plan <br />Through the Orange Community Housing Corporation, Habitat for Humanity, EmPOWERment, <br />Inc., and other non-profit organizations, Orange County, Chapel Hill, Carrboro, and <br />Hillsborough work in collaboration to implement the plan, as follows: <br />The Chapel Hill Planning Department administers the CDBG program. <br />The Orange County Housing and Community Development Department administers Section 8 <br />program and serves as the lead agency for the Orange County HOME Consortium, which <br />includes Orange County, Carrboro, Chapel Hill, and Hillsborough, and administers the County- <br />wide Housing Rehabilitation Program. <br />The Chapel Hill Department of Housing operates public housing in Chapel Hill and Carrboro. <br />The Town of Carrboro administers the Carrboro CDBG Small Cities program. <br />The Hillsborough Planning Department is responsible for planning and policy development for <br />the town, including. the recently adopted 2010 plan. <br />Orange Community Housing Corporation, Habitat for Humanity, EmPOWERment, Inc., and <br />other non-profit organizations carry out the housing activity, i.e. new construction, rehabilitation, <br />etc. <br />ONE-YEAR ACTION PLAN <br />Description of Key Projects <br />Rehabilitation of public housing in the Lindsay Street community and continued refurbishing <br />program. ($190,000). <br />Housing rehabilitation deferred loans to low-income owners -Urgent Repair Program ($30,000). <br />Property acquisition for rehabilitation and rental to low-income households with disabilities <br />($120,000). <br />Substantial rehabilitation of a transitional housing facility for single, drug-fee men. (100,250) <br />Construction of a 32 unit townhouse development at Meadowmont at Chapel Hill for first-time <br />homebuyers; second mortgage assistance for five (5) single family Habitat built houses. <br />($222,500) <br />Property acquisition and rehabilitation and sale of existing properties to first-time homebuyers <br />($100,00) <br />Neighborhood revitalization activities in the Pine Knolls, Northside and public housing <br />communities in Chapel Hill. ($72,600) <br />11 <br />Community service activities for Chapel Hill residents earning 80% and less of area median <br />income. Activities include: afterschool programs, and educational classes. ($47,000) <br />
