The Consolidated Plan has now been developed by County and Town staff, and, as required by HUD, a <br />public comment period was established by staff as April 14 -May 1S, 2000. In order to inform the <br />general public of this opportunity and encourage participation, a Notice of Public Comment was placed in <br />the Chapel Hill Herald. It is important to note that the Housing Priorities articulated in the Consolidated <br />Plan are the same as those in the FY 1995-2000 Plan pending completion of Affordable Housing Task <br />Force deliberations. Once the task force has completed its work, recommendations may be incorporated <br />into this document by formal amendment. <br />Also, the Orange County HOME Consortium is scheduled to receive approximately $438,000 in HOME <br />Investment Partnership Program funding. The Board heard requests from groups interested in utilizing <br />HOME Program funding at the February 29 public hearing. In addition, all interested parties were asked <br />to submit a one page description of their proposed projects. The HOME Program Council comprised of a <br />staff member from Carrboro, Chapel Hill, Hillsborough, and Orange County. All requests for funding <br />totaled $1,062,500, a little more than double the available funding. The proposed HOME Program design <br />attached to this abstract is the result of the staff deliberations. A resolution approving the Program design <br />has also been prepazed for the boazd's consideration along with a resolution approving the Program <br />Design. Also, the staff acknowledges the comments of Commissioners regazding the review and selection <br />criteria used to evaluate potential HOME projects, however, there was not sufficient time to develop a <br />process for commissioner involvement in project review this year. In the coming months, a project <br />review/selection process that includes elected official input will be developed for the Board's <br />consideration for use in future years. <br />Also, at the February 29, 2000 hearing, the Board asked for a report of accomplishments from the HOME <br />Program in the last five years. That report is enclosed. <br />In accordance with the Orange County HOME Consortium Agreement approved in August 1999, the <br />FY2000-2005 Consolidated Plan and the HOME Program Design for FY 2000-2001 must be approved by <br />all jurisdictions prior to submission to HUD. ,These documents are scheduled for approval by Chapel <br />Hill on May 8, Carrboro on May 9, and Hillsborough on May 8. <br />FINANCIAL IMPACT: <br />The Orange County HOME Consortium is scheduled to receive approximately $438,000 in federal <br />housing program funding. The required total local government match is $98,550. Orange County's share <br />of the match is $41,391. <br />RECOMMENDATON(S): <br />The Manager recommends 1) adopting the resolution approving the FY2000-2005 Consolidated Plan; and <br />2) adopting a resolution approving the proposed HOME Program activities for 2000-2001. <br />
