3 <br />Memorandum <br />To: Board of Commissioners <br />John Link, County Manager <br />From: Open Space Task Force (Margaret Brown and Alice Gordon) <br />Date: April 13, X000 <br />Re: Report on Joint Master Recreation and Parks Report Issues <br />On April 4 and April li, the Open Space Task Force met with ERCD Director <br />David Stancil, Planning Director Craig Benedict and Recreation and Parks Director <br />Bob ]ones. <br />The Task Force has developed two products for the Board's consideration. First, <br />an alternative resolution for a proposed Intergovernmental Parks Work Group to <br />address the proposed Parks Council and issues raised about the charge of that <br />group. Second, based on this concept, a revised set of recommendations from <br />the report (consistent with these changes) is provided for the Board's <br />consideration. The resolution and revised recommendations are attached. P/ease <br />note that the Executive Summary of the Joint Master Recreation and Parks Work <br />Group report has not been updated in accordance with the revised <br />recommendations attached. <br />In reviewing the resolution and revised recommendations, we would note the <br />following: <br />The Board has taken several relevant actions related to the findings of this <br />report, including adoption and use of the parkland criteria (as amended) and <br />adoption of the Lands Legacy program -both of which provide a vehicle for <br />parkland acquisitions. <br />The Schools and Land Use Councils have also developed a Memorandum of <br />Agreement regarding the co-location of facilities. <br />It shouil noted that no attempt has been made to comb back through the <br />report ~p make the revised recommendations consistent with previous text. <br />To the extent that the report text differs from the revised recommendations, <br />the revised recommendations (attached) are intended to control. <br />Based on the discussion from the Town Boards, the BOCC Open Space Task <br />Farce recommends that, if the Board approves of this approach, the resolution <br />and revised recommendations be sent back to the Town boards for their <br />consideration, and that contact be made with the City of Mebane to ascertain <br />their interest in participating. <br />
