The MRP Work Group recommends that Orange County and Carrboro develop plans to match payment-in-lieu dollars to date with parks bands and other funding sources. With a method of pooling payment-in-lieu across jurisdictions currently unworkable, it is recommended that the current system of payments-in-lieu be kept. In Orange County's case; the County should explore modifications to the system to provide for amore- appropriate calculation of payment based on the developed property valuation. Finally, the future Intergovernmental Parks Work Group should explore the establishment of a recreation impact fee or impact tax, along the lines of existing legislation. If found prudent, a recommended impact fee/ tax program for recreation should be developed and forwarded to the local governments in Orange County for action. H.
