The Work Group was comprised of one elected ofFcial from each <br />jurisdiction and school board, along with representatives from Duke University, UNC, OWASA <br />and the town and County recreation advisory boards. This report served as a follow-up effort to <br />the 1996 and 1997 inter jurisdictional reports on recreation and parks issues in the County. The <br />Work Group's charge also included exploring ways to develop a joint long-range capital facilities <br />plan for orange County, Chapel Hill, Carrboro and (later) Hillsborough. <br />The JMRP report was received by the Board on June 21, 1999, and referred to the Town and <br />County advisory 'boards, followed by review and comment from the Town elected boards. A <br />schedule of review, along with a summary of board comments, is attached. <br />There are nine recommendations in the Work Group report: <br />A. Create an Inter-Jurisidictional "Parks Council" <br />B. Ask the new Parks Council to develop standards parameters for parks and recreation <br />services <br />C. Continue to make co-locating schools and park sites a priority <br />D. Pursue public-private partnerships to provide facilities and services (such as with OWASA, <br />UNC and Duke) <br />E. Coordinate land acquisition through County Lands Legacy program and synchronize <br />jurisdiction's capital improvement plans (CIP's) <br />
