Box 8181 <br />Hillsborough, NC 27278 <br />Dear Commissioner Carey: <br />As the Shaping Orange County's Future initiative nears its conclusion, the Task Force is pleased to <br />present its Provisional Report and Recommendations, approved by consensus at our April 5`~ <br />meeting. We look forwazd to your initial observations, noting that there will be further opportunity <br />for your mare detailed comments in the near future. <br />There aze several things concerning the Provisional Report which the Task Force requests that you <br />keep in mind as you review our efforts: <br />• Different recommendations have differing levels of specificity due to the broad <br />scope of the project and time limitations. This does not mean that issues with less <br />specific recommendations are in any way less important. <br />• We recognize the need to define many of the terms and concepts used, or <br />discussed, in the recommendations. Hence, a "definitions section" is now being <br />prepazed to be added to the Final Report. <br />• Summary Tables for the action strategies will also be added to the Final Report. <br />These will indicate the entities who should be involved in implementation of the <br />action strategies, and provide a suggested timeframe for implementation. <br />• For a few areas, the Task Force felt it did not have the expertise to make <br />recommendations far definitive solutions. Ultimately, those are the purview of <br />elected officials and their professional staff. <br />We appreciate the leadership of all of the local governing boards in laying the groundwork for the <br />Shaping Orange County's Future (SOCF) initiative. We also appreciate the ongoing support and ~~ <br />encouragement we have received from the SOCF Steering Committee, as well as the other members <br />of our governing baaxds. And we appreciate the trust placed in us to study, discuss, and evaluate the <br />problems and potential for growth, balanced with the concerns and values of our citizens. <br />SOCF has been an exciting and challenging community-wide endeavor to which many citizens, <br />beyond those serving on the Task Force, have contributed -through committee work, attendance <br />and participation at Task Force meetings, survey responses, and informal conversations. Thus, this <br />Provisional Report reflects those views along with ours. We hope that the goals, recommendations, <br />
