12 <br />process is needed to use existing funds, modify the current program to <br />make it more practical, and develop new sources of revenue for <br />recreation land and facilities. <br />The MRP Work Group recommends that Orange County and Carrboro <br />develop plans to match payment-in-lieu dollars to date with parks bonds <br />and other funding sources. With a method of pooling payment-in-lieu <br />across jurisdictions currently unworkable, it is recommended that the <br />current system of payments=in-lieu be kept. In Orange County's case, the <br />County should explore modifications to the system to provide fora more- <br />appropriate calculation of payment based on the developed property <br />valuation. <br />Finally, the future Intergovernmenta/Parks Work Group should <br />explore the establishment of a recreation impact fee or impact tax, along <br />the lines of existing legislation. If found prudent, a recommended impact <br />fee/ tax program for recreation should be developed and forwarded to <br />the local governments in Orange County for action. <br />H. Address Existing Needs <br />Currently, countywide parkland needs are assessed in terms of types of <br />parks (e.g. regional, community, neighborhood, etc). This total county-population was used to assess the <br />level of adequacy for future years. Based on this, in the year 2000, <br />Orange County will need a total of 2030 acres of park recreation land in <br />order to meet national adequacy standards. With current park facilities <br />(including projected acquisitions in the next year), a deficit of 645 acres <br />will exist in 2000.
