11 <br />inability to accumulate sufficient funds individually, leads to a strong <br />recommendation that Orange County, Chapel Hill, Carrboro and <br />Hillsborough develop a plan to coordinate funding sources in future years. <br />It is recommended that the aforementioned meeting of Managers,~a#s <br />from the jurisdictions occur as soon as possible. <br />Use of the different Capital Improvement Programs (CIP's) could be a <br />fundamental part of this mechanism. As previously-mentioned, Orange <br />County's Lands Legacy program for land acquisition might allow the <br />County to take a lead role in coordinating future acquisitions, most of <br />which will likely be located outside of Town corporate limits. <br />F. Open Facilities Policy <br />In the spirit of inter-governmental coordination, the MRP Work Group <br />believes that citizens of the municipa/ides and County should have the <br />opportunity to use facilities developed by all of the local governments and <br />OWASA. Attempting to limit use of facilities solely to residents on a single <br />jurisdiction is likely to be cumbersome administratively and not <br />constructive generally. <br />The MRP Work Group recommends that Orange County, Chapel Hill, <br />Carrboro, Hillsborough and OWASA adopt the ~~Open Facilities Policy" <br />resolution found in Appendix I. This policy will provide that all recreation <br />facilities owned and operated by the parties are open and accessible to all <br />County residents. <br />To a different degree, a policy regarding use of local government facilities <br />by UNC students end of UNC facilities by local citizens should be <br />investigated with tie University. A particular possibility is the UNC <br />Outdoor Education'Center, and cooperative ventures for this facility <br />should be pursued:3now. <br />.t <br />Additionally, coordination with OWASA on recreational hours at the lake <br />facilities is another venue for partnership, and the MRP Work Group <br />recommends that OWASA review hours of operation as suggested by the <br />Carrboro Board.. <br />The local governments within which Duke Forest falls should also <br />cooperate with Duke in the future to develop appropriate mutual <br />guidelines in this area. <br />G. Payment-in-Lieu Changes <br />The payment in lieu system is used by Orange County and Carrboro as a <br />source of funds for recreation lands and facilities. However, because of its <br />limitations (both geographic and financial), payment-in-lieu programs~are <br />unlikely to produce sufficient funds to meet long-term recreation needs. A <br />
