ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: April 17, 2000 <br />Action Agenda <br />Item No. ~_ <br />SUBJECT: Program Agreement: Orange/Chatham Opportunities (Intensive Services) <br />DEPARTMENT: County Manager PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Program Agreement Sharron Hinton, ext 2300 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To approve the receipt of state Office of Juvenile Justice funding for a new <br />juvenile justice program, Orange-Chatham Opportunities/Intensive Services. <br />BACKGROUND: A newly created program, Orange-Chatham Opportunities/Intensive <br />Services, provides services for youth between 10 to 17 years old who have been referred from <br />Juvenile Court in both counties. The program provides youth and their parents andlor <br />guardians with strategies for improved communications and alternative ways to set limits and <br />goals. Studies. have found that without intervention, a juvenile is likely to commit additional <br />delinquent acts and the Intensive Services group is designed to provide information regarding <br />the legal, social, moral, and human consequences of delinquent behavior. <br />Funding for the program comes from the State Office of Juvenile Justice (OJJ). Historically, this <br />funding was known as Community-Based Alternatives (CBA). Estimated program costs equal <br />$9,185 and are completely offset with state funds. Orange County receives the funds from the <br />State and "passes them thru" to the receiving agency. <br />The Local Office of Juvenile Justice (Chief Court Counselor) will administer the new program <br />along with the pass-thru funds from the state. <br />FINANCIAL IMPACT: The program operates with state dollars only. There is no county match <br />required for receipt of these funds. <br />RECOMMENDATION(S): The Manager recommends that the Board approve the program <br />agreement and authorize the chair to sign. <br />
