<br />1.3 Purpose of this Report <br />Those involved in the decision felt that an independent analysis from a person with <br />appropriate background would greatly help to clarify the issues and help them to choose <br />among the alternatives. The independence of the consultant was relevant in view of the <br />fact that all reports and proposals were submitted by firms intending to sell the services <br />or system recommended. The technical advisory council available to the County was <br />consulted and Cy Harshman of Harshman Consulting Inc. was suggested. Mr. Harshman <br />was engaged to perform a one-week intensive analysis. <br />The purpose of the report then, is to summarize the fmdings, analysis and <br />recommendations of that engagement. The objectives and guidelines can be found in <br />explicit terms in the letter of engagement. In brief, the desire was forme to: <br />• Clarify the viable options <br />• Reconcile IS and Business objectives <br />• Determine criteria and strategy for choices <br />• Identify best choice and course to execute <br />• Make recommendations on how to proceed <br />1.4 Scope and Limitations of this Report <br />In view of the limited time to be expended, some limits were placed on the scope of the <br />effort. Namely, I was to consider only currently identified options, reduce the number of <br />options to those that looked most promising, and focus on a short-term strategy that <br />would solve the immediate problem. However, it was imperative to not preclude future <br />growth or the possibility to evolve to more powerful solutions downstream. <br />Time would not permit the collection of detailed cost data from vendors.
