4 <br />Acknowledgements <br />This Report was prepared at the request of Orange County Register of Deeds Office, and Joyce Pearson, <br />Register. It was prepared by Cy Harshman of Harshman Consulting Inc. under contract with the County. <br />The Report represents atwo-week intensive engagement, most of which was spent with Orange County <br />personnel and who supplied most of the background information. During that time, both Joyce and her <br />staff, as well as Dick Taylor of Information Services and his staff, were most generous with their time.
