A few comments maybe in order to account for that fact. <br />First, as was mentioned in the discussion of the scope of this report, the options <br />considered are only those that had been identified by Orange County to date. As such <br />they represent two widely different kinds of systems. The systems for Wake and Durham <br />Counties were custom systems developed to order on a very large budget.
