ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: April 17, 2000
Action Agenda
Item No. g.. C
SUBJECT • Bid Award: Utility Body Mounted On Cutaway Van For Fire Marshal
DEPARTMENT: Purchasing and PUBLIC HEARING: (Y/N) No
Emergency Management
ATTACHMENT(S): INFORMATION CONTACT:
Pam Jones, 245-2652
Bid Tabulation Nick Waters or Mike Tapp 968-2050
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To consider awarding a bid for a utility body mounted on a cutaway van.
BACKGROUND: Funds have been allocated in the 1999-2009 CIP for the purchase of a utility
body mounted on a cutaway van to be used for fire investigations. The vehicle currently used
for this purpose is a 1984 Ford van-style ambulance that was taken off-line in 1992. The
vehicle now has in excess of 200,000 miles and is ahigh-maintenance vehicle. It is no longer
cost effective to maintain it for departmental use.
The proposed utility body mounted on a cutaway van is better suited to the work that is carried
out at the fire scene. A cutaway van is one whose body has been cut away to the rear of the
front seat area in order to accommodate the utility body. This allows the driver to walk from the
front to the rear of the van without leaving the vehicle. The design of the proposed vehicle will
allow the equipment to be better organized and therefore more easily accessible on the fire
scene. Further, it will provide much-needed workspace for the Fire Marshal's office while on the
scene conducting the investigation. As the Board may know, the Fire Marshal's office assists
volunteer fire departments in the determination of fire causes, as well as conducts arson
investigations. Last year approximately 70 such investigations were required.
Vehicles of this type are not offered through State contract, which necessitated that bids be
solicited. The bid was advertised and sent to thirteen vendors. Two bidders responded to the
March 31 bid call. A tabulation is attached. Don Lacefield Chevrolet of Hillsborough, North
Carolina submitted the lowest responsible bid that was responsive in the amount of $27,123.56.
FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $27,123.56.
Sufficient funds are allocated in the 1999-2009 CIP.
