7 <br />MEMORANDUM <br />TO: ORANGE COUNTY BOARD OF COMMISSIONERS <br />CHAPEL HILL TOWN COUNCIL <br />CARRBORO BOARD OF ALDERMEN <br />ORANGE COUNTY PLANNING BOARD <br />ORANGE COUNTY MANAGER <br />CHAPEL HILL TOWN MANAGER <br />CARRBORO TOWN MANAGER <br />FROM: ORANGE COUNTY PLANNING STAFF <br />TOWN OF CHAPEL HILL PLANNING STAFF <br />TOWN OF CARRBORO PLANNING STAFF <br />RE: JPA-1-00 and CP-1-00, American Stone Company, Orange Water & Sewer <br />Authority, and Philip and Alice Durham <br />DATE: April ~, 2000 <br />BACKGROUND <br />These proposed amendments to the Joint Planning Area Land Use Plan (JPA-1-00) and Land <br />Use Element =Orange County Comprehensive Plan (CP-1-00) requested by American Stone <br />Company, Orange Water and Sewer Authority, and Philip and Alice Durham were first <br />considered on October 10,1991 and again on Apri114,1994. The requested amendment areas <br />remain relatively unchanged from those presented in 1994. The relocation of the e~tisting <br />asphalt plant was removed from the 1994 request. Under the terms of an agreement with the <br />Orange Water and Sewer Authority, the existing asphalt plant will be allowed to remain in <br />operation until May 2000 after which time its use will permanently cease. <br />The time since 1994 was to develop a discussion with residents. A mediated process created <br />various mitigation measures. In addition, a water supply study and an updated <br />Environmental Impact Statement (EIS) was completed. Staff also verified various acreage <br />areas of land use and permit data to supply more specific information. <br />
