63 <br />(e) -ASC' will increase by ten percent the amount of "stemming material" <br />that is used in the top two benches throughout the entire existing and expansion <br />pit, starting at the time this agreement is executed. CAQE has requested that this <br />additional stemming be applicable to all benches. ASC has suggested that the top <br />two benches axe all that is necessary because blasts below the second bench will <br />be at least 80 ft. below ground level. For those blasts, ASC maintains that the <br />noise will be constrained by the pit, and since noise control is the main reason for <br />increasing the stemming, such additional stemming is unnecessary below the <br />second bench. <br />(f) ASC will construct a twenty foot high berm, landscaped with grass and <br />trees reca~mmend in NSA's Community Noise Manual for reducing noise in the <br />buffer azea surrounding the edges of the expanded quarry, according to the <br />phasing and time frame shown on Exhibit 1. Before an azea is mined, the berm <br />adjacent to that area will be completed. <br />(g) Prior to blasting on the east side of the current location of Hickory <br />Grove Bethel Church Road, but in no event later than three years from the date all <br />permits for the expansion are received, ASC will begin to "enclose" equipment <br />used in the secondary portion of the plant operations (crushing and screening <br />towers) following the guidelines and in general conformance with the National <br />Stone Associations' Community Noise Manual, and will complete the enclosures <br />• within four yeazs from the date the permits aze received. <br />
