months. On September 16,, 1997, representatives of OWASA, American Stone, and Citizens <br />Against Quarry Expansion appeared before the Cazrboro Board of Aldermen. OWASA and <br />American Stone presented the results of the mediated discussions; their commitment to concessions <br />specified in a Memorandum of Agreement (signed by OWASA and American Stone, but not <br />Citizens Against Quarry Expansion); and requested that Carrboro allow the plan amendment <br />process to proceed. <br />Presentation of the plan amendments at one of the Joint Planning Public Hearings during <br />calendaz year 1999 was postponed in order to incorporate additional information from the <br />Water/Sewer Master Plan project under prepazation during that time. OWASA has supplied <br />additional technical information this year in support of the application as referenced under <br />attachments (A -Water Supply Study , B -Environmental Impact Update, and C -Quarry <br />Activity Mitigation) and will make a presentation on the recently developed material. <br />RECOIVIMENDATYON: The Orange County, Chapel Hill, and Carrboro Planning staffs <br />recommend approval of JPA-1-00 as contained in the attached analysis. <br />The Orange County Planning staff recommends approval of CP-1-00 as contained in the attached <br />analysis. <br />Following conclusion of the public hearing, JPA-1-00 should be referred to the towns of Chapel <br />Hill and Carrboro for decision. JPA-1-00 and CP-1-00 will then be referred to the Orange County <br />Planning Board for a recommendation to the Orange County Commissioners.
