The proposed amendments aze referenced as JPA-1-00 and CP-1-00; they <br />will be presented at a joint public hearing before the Orange County Board of Commissioners, <br />Carrboro Board of Aldermen, and Chapel Hill Town Council on April ].2, 2000: The hearing <br />will commence at 7:30 PM and be held in the Orange County Southern Human Services <br />Center, 2505 Homestead Road in Chapel Hill. This will be the fourth in a series of public <br />hearings: the first occurring on October 10, 1991, the second on October 14, 1993, and the third <br />on April 14, 1994. <br />The applications aze submitted on behalf of American Stone Company, the Orange Water and <br />Sewer Authority (OWASA), and Philip and Alice Durham. The subject azea is composed of <br />three properties and a portion of a fourth and contains approximately 16S acres. Of the total <br />acreage,. 84.77 acres aze presently under a valid extractive use permit. The properties aze located <br />north of NC S4 neaz the intersection of Bethel=Hickory Grove Church Road (SR 1104). The <br />proposed amendments which will be considered jointly aze summarized as follows: <br />JPA-1-00 requests expansion of the extractive use plan category as contained in the JPA Land <br />Use Plan. The extractive use category encompasses mining and quarry operations. Currently the <br />property referenced as property identification number 9759-54-4097 and owned by Philip and <br />Alice Durham is the only property so designated. The amendment application requests that the <br />extractive use category be extended to the remaining properties. Amendments to the JPA Land <br />Use Plan require the approval of Chapel Hill, Carrboro, and Orange County as specified in the <br />Joint Planning Agreement. <br />CP-1-00 requests the establishment of a rural industrial activity node covering the subject <br />properties. A rural industrial activity node is land focused on designated road intersections in the <br />rural azeas that is appropriate for industrial uses which do not require urban-type services. Such <br />an amendment requires only the approval of the Orange County Commissioners. <br /> <br />
