Durham to amend"the Orange County7Chapel Hi1UCarrbora Joint Planning Agreement and <br />Joint Plaan~aing Airea Land Use Plan and ~1VIap and~the Land Use Element and Map of the Orange County <br />Campreherisive Plan be considered at the April 12; 2000 Joint Planning Area Public -Hearing. <br />The hearing scheduled for these requests (numbered. JPA-1-99 and CP-2-99), in October 1999.was <br />postponed at our request. <br />Since that time, OWASA has substantially completed the portions of its. Comprehensive Water and <br />Sewer Master Plan that include: <br />• Estimated rates of gmwth and associated water demand for the next 50 years; <br />• Opportunities to manage that demand through different water conservation methods; <br />• Costs and benefits of alternative future water supply sources; <br />• Estimated safe yield that can be provided with additional quarry capacity; and <br />• The relationship between an expanded quarry and the need for water from Jordan Lake. <br />We are eager to share this information with the elected officials of Carrboro, Chapel Hill, Orange <br />County, and with the community as a whole. <br />Additionally, OWASA has engaged a consultant to review and update the Environmental lmpact <br />Statement {E1S) that was completed in 1993 for the proposed quarry expansion. We believe that this <br />new supplemental document will help us address concerns that have been ~raised-~since the pioposal first <br />went, to"public hearing in 1991. It will include more recently ~develaped information on blasting and <br />noise impacts, aii•. and water radon concentrations, and more. ~ • ~ . <br />
